Although every chaplain serves under a diocesan bishop in ECUSA they also have ties to the Suffragan for Chaplaincies. In the case of military chaplains and chaplain candidates the Suffragan Bishop for Chaplancies is also the endorser, the individual/office who approves each chaplain's service.
